INTERNATIONAL A3-17 Death Toll From Quake Climbs Past 25,000 Survivors of the gigantic undersea earthquake that swallowed coastlines from Indonesia to Africa hurriedly arranged for mass burials, recovered bodies and searched for tens of thousands of the missing. The death toll, which climbed past 25,000, came into sharper relief as it became clear that at least a third of the dead were children, according to estimates by aid officials. A1 Relief organizations from around the globe struggled to deploy emergency supplies and personnel, even as the list of communities scarred by the disaster continued to balloon. Relief officials were predicting that the cost of recovery efforts would easily reach into the billions of dollars. A12 The World Health Organization and other international agencies have begun rushing medical teams, generators and other equipment to provide safe drinking water and sanitation and to reduce threats of infectious disease outbreaks. A17 Bomber Kills 9 in Iraq A suicide car bomber set off a huge explosion outside the Baghdad headquarters of the nation's largest Shiite political party, killing nine guards and visitors, the Interior Ministry said. The largest of the Sunni Arab parties with a slate of candidates announced it was withdrawing from the national elections scheduled for next month, saying security conditions would not permit fair elections. A9 Ukraine Opposition Leader Wins With virtually all votes counted, Viktor A. Yushchenko, the opposition leader, was Ukraine's presumptive president-elect. But his opponent, Prime Minister Viktor F. Yanukovich, refused to accept the results and said he would challenge them in court. A3 Israel Frees Some Palestinians Israel freed 159 Palestinian prisoners in a move the Palestinian leadership welcomed while calling for the releases of thousands more who remain jailed. A3 NATIONAL A18-19 Military Seeks Exemption From Environmental Laws The Defense Department, which controls 28 million acres of land across the nation that it uses for combat exercises and weapons testing, has been moving to reduce requirements that it safeguard the environment on that land. In Congress, the Pentagon has in the past two years won exemptions from portions of the Endangered Species Act and the Marine Mammal Protection Act. A18 Rats Threaten Alaska Islands Hours after a freighter ran aground a few hundred miles from a small island in the middle of the Bering Sea, the scientists stationed in St. Paul, Alaska, began to worry: not so much about the oil spill, as about the possibility of a rat spill. Scientists say rats present new problems in the farthest reaches of Alaska where rats do not belong in the food chain and birds are defenseless. A18 Free Calling Cards for Soldiers Starting with $14, two children from a Boston suburb founded an organization that in nine months has provided $250,000 worth of prepaid calling cards to American soldiers in Iraq, Afghanistan and Kuwait. A19 EDUCATION Author's Library to Shut Doors Facing record deficits, the City Council of Salinas, Calif., voted to shut all three of the city's library branches, including those named for John Steinbeck, author of ''The Grapes of Wrath,'' and the labor leader Cesar Chavez.
