The city, Kisangani, was the centerpiece of the Government's fight against the six-month-old rebellion, and its defeat raised serious questions about whether the regime can survive. Even more discouraging to the Government was the apparent switch of elite forces there to the rebel side. 1 Rabble Police Force in Albania Albanians joined a rabble police force meant to restore order in the nation's capital. Western governments are relying on the fragile coalition to end the chaos. 12
