Late last year, while making plans to cover the 1996 Presidential campaign, ABC News producers discussed how to get more depth into the usual polling and interviewing of ordinary Americans on the hot topics of the political season. But there turned out to be no primary season to speak of, as Bob Dole quickly became the Republican candidate opposing President Clinton. "We decided we didn't need primaries, didn't need candidates or a campaign to explore in some depth how American voters, and nonvoters, were feeling about this country," said Kathy Christensen, the executive producer of "World News Tonight."

ABC Joins Others TV Time

ABC joined its network brethren yesterday in offering free television time to the major Presidential candidates, announcing that it would invite them to appear on a live one-hour special in prime time, during the last week before the election. The candidates would discuss issues without interruption from journalists or "any third party," ABC said.

INTERNATIONAL BRIEFS;Murdoch Conglomerate's Earnings Fall Sharply

The News Corporation, the Australian media conglomerate controlled by Rupert Murdoch, said early today that earnings fell 69 percent in the third quarter, hurt by a charge stemming from the sale of its educational book-publishing business. The company earned $59 million (United States), or 6 cents per American depository receipt, in its third fiscal quarter, down from $188 million, or 27 cents an A.D.R., in the quarter a year earlier.

Bill Communications, part of VNU, has acquired the annual Premium Incentive Show from the Miller Freeman unit of United News and Media P.L.C. in San Francisco. Terms were not disclosed. The 61st annual show, which will be managed by Miller Freeman, is being held through today at the Jacob Javits Convention Center in Manhattan. John Wickersham, president of Bill in New York, said Bill's management would begin with the 62d annual show, which is scheduled for the Javits Center on May 6-8, 1997. Bill has named two executives as co-directors of the 1997 show: Peter Edmunds, 51, executive publisher and product development director at Incentive magazine in New York, and Jim Bracken, 61, president of the Billcom Expo and Conference Group in Sterling, Va.

The next time politicians indulge in the no-risk pastime of charging television with turning public issues into sound bites, they might take a moment to reflect on the effects of instant images, especially when used by themselves. In a picture op last week of the vetoing of a bill that would have limited the sums plaintiffs could win in faulty-product lawsuits, President Clinton brought on three people who had been hurt by defective products. Earlier, the bill's proponents, Senator Bob Dole and Speaker of the House Newt Gingrich, staged a made-for-camera appearance of a girl who might be denied a needed medical device because of its maker's fear of a lawsuit. (Is there a central casting office in the capital that rents out victims, tots extra?)

Knight-Ridder Inc. said yesterday that it would receive $275 million for its financial news service from the Global Financial Information Corporation, part of the Welsh Carson Anderson & Stowe investment group. It was suggested on Monday that Welsh Carson would buy Knight-Ridder Financial, which offers "real time" news on financial markets. Welsh Carson was founded by former executives of Citicorp, and is a major investor in Global Financial Information, which has products that include Bridge Information Systems and Market Vision. Knight-Ridder shares fell $1.875 yesterday, to $70.375, on the New York Stock Exchange.

Adco Technologies Inc. said yesterday that it had hired Schroder Wertheim & Company to help the company consider its options, including a merger or a sale. Adco, a maker of sealants, adhesives and other specialty chemicals used in roofing, windows and automobiles, did not provide additional details. Adco, which is based in Michigan Center, Mich., sold two million shares at $7 in an initial public offering in February 1995. The stock closed yesterday at $7.125, down 87.5 cents, on Nasdaq.
