In a decision that marked a full-blown retreat for the leading network news division, ABC announced yesterday that it was indefinitely postponing its plans to begin a 24-hour all-news cable channel. The decision, which ABC executives attributed to the excessive cost of distributing the channel and Rupert Murdoch's willingness to pay enormous distribution fees for his own all-news channel, is the first sign that three broadcast networks may have oversold their ambitious plans to start cable news channels to compete with the Turner Broadcasting System's Cable News Network.

WORLD NEWS BRIEFS;House Moves to Prevent Use of Journalists as Spies

The Central Intelligence Agency would be prohibited from using journalists as spies under a House proposal passed overwhelmingly today. But the C.I.A. could still use its own agents in the guise of journalists. In a 417-6 vote, the House approved an amendment to an overall budget for espionage that would prohibit intelligence agencies, including the C.I.A., from using American media representatives for intelligence-gathering.

Westinghouse Seeks Purchase

The parent company of CBS, the Westinghouse Electric Corporation, has been talking with the owners of Telenoticias, a Spanish-language cable news channel, about the possibility of buying it. Telenoticias, which is based in Miami, is owned by four companies. Telemundo Group Inc. and Reuters Television, a unit of Reuters Holdings P.L.C., each own 42 percent, while two other television networks -- Antena 3 of Spain and Artear of Argentina -- each own 8 percent. The Westinghouse discussions with Telenoticias's owners were first reported yesterday in The Wall Street Journal.

CRITIC'S NOTEBOOK;Killer Sleepwalkers? Scary Squid? That's News?

Here's a crime epidemic waiting to happen: People who kill in their sleep. That was the subject of a recent, heavily hyped, two-part "Fox News Investigative Report: The Sleeping Killer." Even the reporter on the story admitted that sleepwalking murderers are not the cause of overcrowded prisons. The point of this so-called news report actually came in the introduction, when the anchor said with a straight face, "Sounds like 'The X-Files' tonight, doesn't it?" The report did echo the plot of the show that had just ended on Fox. What better way for local news to piggyback on the success of an entertainment hit? All the networks learned how to cross-pollinate news and entertainment long ago, with stories on the 11 o'clock news pegged to whatever hot series or movie was on in prime time. But they have been pollinating like bees on speed in the last month, during the May ratings sweeps (the period that sets advertising rates).

COMPANY NEWS;ESCO ELECTRONICS IS SELLING HAZELTINE UNIT

The Esco Electronics Corporation of St. Louis, a maker of military and commercial systems, said yesterday that it would sell its Hazeltine Corporation subsidiary to the GEC-Marconi Electronic Systems Corporation for $110 million in cash. Hazeltine, which makes advanced military electronic systems, had sales of about $114 million in its latest fiscal year and about $55 million for the first half of the current fiscal year. GEC-Marconi, based in Wayne, N.J., is a unit of the General Electric Company P.L.C. of Britain.

The London Life Insurance Company said yesterday that it had agreed to acquire the Canadian branch operations of the Prudential Insurance Company of America for about $100 million (Canadian), or $73 million (U.S.). London Life will acquire Prudential's Canadian life insurance, group life and health, pension, annuity and mutual fund businesses, which have total assets of $4.2 billion (Canadian). London Life, a financial services concern based in London, Ontario, will have assets of $19.4 billion (Canadian) after the transaction.

Roper Industries said yesterday that it had acquired Fluid Metering Inc. for $30.4 million. The purchase price was paid 80 percent in cash and 20 percent in stock, Roper said. Fluid Metering, based in Oyster Bay, L.I., makes a line of patented metering pumps designed for low- pressure fluid metering. For the 12 months ended April 30, the company had revenue of $15 million. Roper, a maker of fluid handling and industrial control products based in Bogart, Ga., had 1995 revenue of $175.4 million.
