For a man who is planning a 24-hour news station almost single-handedly, Jeffrey Marks sounded strangely peppy last week. Mr. Marks will be the man in charge at News 12 New Jersey, a local news channel that will serve cable subscribers in 14 counties starting next year. His plans include coverage of all 567 of the state's municipalities, a proposal he talks about without even a hint of panic.

Alone among the candidates for schools chancellor interviewed last month by the New York City Board of Education, Rudolph F. Crew had a simple request: he first wanted to wander around a city public school. And so a visit to an elementary school on the Upper West Side was hastily arranged for Dr. Crew, who has led two West Coast school systems but never has worked in New York. Roaming through the hallways and lunchroom of Public School 9 on West 84th Street, Dr. Crew chatted amiably with teachers and students, helped one child mop up a spilled carton of milk and stooped to accept a hug from a small boy who had no idea who he was or what he was doing there.

The courtroom camera, which made Erik and Lyle Menendez household names during their 1993-94 trial in the shotgun killings of their wealthy parents, will be barred from the brothers' retrial. Advocates of allowing cameras in the courtroom say the ban is a misguided reaction to the O. J. Simpson murder trial. Although Judge Stanley M. Weisburg of Los Angeles County Superior Court, who issued the order for the Menendez retrial, made no mention of the Simpson trial, legal experts said he had undoubtedly considered how gavel-to-gavel coverage had influenced that trial.

Their quarterback was crushed, their offensive and defensive lines were crushed and, ominously, the Jets' spirits were crushed. Today it was the Buffalo Bills' turn to run over the Jets. With the mistakes they make, with the second-string personnel they start, the Jets seem to have no chance against good clubs. So the Jets bowed to Buffalo by 29-10, their losing streak reached three and their record sagged to 1-5.

Fall is testing season for the New Jersey state troopers. From mid-September to mid-October, they gather several hundred at a time in a second-floor gym at State Police headquarters here, climbing onto scales and submitting to calipers to see if the last year has added rings to their trunks. Then comes the exercise exam, the same for all 2,600 troopers, whether male or female, 19 years old or 55: run 1.5 miles in less than 13 minutes, do 32 pushups in two minutes, do 34 situps. Those who don't pass within six months have their raises withheld and cannot be promoted. Those who fail year after year can be dismissed.
