Responding to NBC's contention that the ownership of the Fox network television stations violates Federal law, Fox Inc. filed a harshly worded petition to the Federal Communications Commission yesterday asserting that NBC was lying in an effort to derail Fox as a competitor. Fox accused its rival's parent, the General Electric Company, of engaging in criminal conduct that called into question NBC's qualifications to continue as a broadcaster.

After fleeing his homeland three weeks ago to avoid arrest, Wole Soyinka, the Nigerian playwright and Nobel Prize winner, came to Washington today to publicize human rights abuses by his nation's military Government and to urge the United States to begin an economic boycott against his country. Mr. Soyinka condemned Nigeria's dictator, Gen. Sani Abacha, as "uncivilized" and "sadistic" as he criticized him for executing opponents, jailing writers and pro-democracy advocates and closing more than a dozen newspapers.

Executives of The New York Times Company announced a strategic shift yesterday that would increase the company's involvement in electronic media. The executives said they expected the company to invest $1 billion to $1.5 billion during the next five or six years for the acquisition of television stations and for investments in other electronic media businesses. These would include cable television programming and providing information on CD-ROM computer disks and on-line services.

Gibson Greetings said yesterday that it would take a "significant" charge in the fourth quarter because one of its customers, F & M Distributors Inc., had filed for bankruptcy protection. Gibson did not disclose the size of the charge, and officials were unavailable to comment further. F & M, which operates 119 discount stores in 11 states, filed yesterday for Chapter 11 protection from creditors. F & M, based in Warren, Mich., represented less than 3 percent of Gibson's 1993 revenue of $546.9 million, Gibson said. Gibson had earlier said it would record a gain of $14.5 million in the fourth quarter as a result of a settlement with Bankers Trust over derivatives the bank sold the company.

Shareholders of the Petrie Stores Corporation have approved the sale of its retail operations to an investor group led by E. M. Warburg, Pincus & Company for $190 million. Petrie, which operates 1,700 women's clothing stores, agreed to the sale in August as a first step in liquidating the company. Of the shares represented at yesterday's annual meeting, 82 percent were voted in favor of the sale. The next step is to dispose of its other main asset, a 14 percent stake in Toys "R" Us Inc. Petrie plans to give its 39.9 million shares and cash to Toys "R" Us in return for which Toys "R" Us will issue new stock to Petrie shareholders.

Wirekraft Industries Inc. said yesterday that it had acquired Electro Componentes de Mexico, the Mexican wire harness unit of General Electric's appliance division for an undisclosed price. The acquisition by Wirekraft, which is based in Rolling Prairie, Ind., will create a company with annual sales of about $300 million, making it the industry leader. It also gives Wirekraft an exclusive agreement to supply wire harnesses for all G.E. appliances. Wirekraft is owned by Hicks, Muse, Furst & Tate Inc., a leveraged buyout firm in Dallas. Harnesses are bundles of wires that connect appliances' motors with their controls.
