After a much-publicized court case in which a defendant accused of rape was found not guilty, Britain's senior judge has come out in favor of a change in the law to allow a defendant in a rape case to remain unidentified in the press unless and until he is convicted. At a law conference in Brighton over the weekend, Lord Taylor, the Lord Chief Justice, said the law, which permits only the rape victim to remain anonymous, was unfair to the accused. He called for a return to the situation before 1988, when newspaper and broadcasters were allowed to identify the defendant only after he had been found guilty.

The American Ship Building Company filed for Chapter 11 bankruptcy protection yesterday, a week after losing an appeal to keep a $176 million Navy contract. The loss of that contract to build two Navy oil tankers left the company with just one $63 million contract to build a Navy surveillance vessel and no commercial work. On Tuesday, the Navy put the company on notice that it would cancel the remaining contract unless the company showed it had the financial means to finish the ship. American Ship, based in Tampa, Fla., had already laid off 1,100 people, leaving an administrative crew of about 50 people. The acting chairman of the company is George M. Steinbrenner, the majority shareholder of the New York Yankees baseball team. His family started the company more than 100 years ago.

Michelin, the French tire maker, will meet today with representatives of the United Rubber Workers union about the possible closing of its Uniroyal Goodrich plant in Fort Wayne, Ind., a company executive said. The plant, which employs 2,050 workers, could be closed unless the union accepted around-the-clock operations seven days a week and work rule changes, Michelin executives said.

Trans World Airlines Inc. officially emerged yesterday from Chapter 11 bankruptcy protection. The airline is now owned by its employees and creditors and is operating under airline industry veterans, headed by the former chairman of Piedmont Airlines, William Howard.

The Mobil Corporation said yesterday that it would close its 19-year-old solar energy program because it did not expect the technology to produce a reasonable return until well into the next century. As a result, 164 workers at the Mobil Solar Energy Corporation's demonstration plant in Billerica, Mass., will be laid off and production operations there will cease. Mobil declined to say how much money it had invested in the solar program.

The Chase Manhattan Corporation said yesterday that it had received approval from the Russian Government to open a branch in Moscow. The bank has had a representative office in Moscow for 20 years. Tom Swayne, Europe area executive for Chase, said the Moscow branch would focus on existing business with affluent Russians, facilitating cross-border payments and project financing. "We have the capability to bring investors into Russia," he said. Rival Citicorp said earlier this week that it had received approval to open a Moscow branch and plans to open one in St. Petersburg.

Cox Enterprises Inc. and the Southwestern Bell Corporation are close to an agreement to pool their cable holdings and spin off the combined business in a publicly held company, investment bankers close to the talks said today. Southwestern Bell would invest more than $1 billion in the company, which would be the nation's fifth-largest cable operator, with more than two million subscribers, assuming pending acquisitions go through.
