LEAD: The Tesoro Petroleum Corporation of San Antonio has been ordered to pay more than $56 million to the Energy Department for regulatory violations between 1973 and 1981, the company said today. According to the agency's final order, Tesoro has 30 days to make an initial payment of $25 million, after which six annual payments of $5.2 million will be due.

LEAD: Filene's, the fashion specialty store, will cease operations in the Galleria mall, in Poughkeepsie, N.Y., after little more than a year in the center. The Filene's chain was acquired last year by the May Department Stores Company, St. Louis, from Federated Department Stores.
