LEAD: EVERY year, The San Jose (Calif.) Mercury News hires some 5,000 paperboys to deliver 264,000 papers a day over 3,500 routes. That math looks skewed, but it is not. Annual turnover at the paper is hitting about 150 percent - which means that Timothy J. Allridge, director of consumer marketing, and his staff have to spend an inordinate amount of time recruiting and training new carriers.
