It said the work on the antiaircraft missiles, which will be performed at Andover, Mass., is expected to be completed by the end of 1990.

LEAD: The Bank of Boston Corporation, the nation's 15th-largest bank holding company, said it had agreed to buy the BankVermont Corporation in a one-for-one stock swap valued at around $60 million. The acquisition is the first under Vermont's new interstate banking law. BankVermont, based in Burlington, has assets of $667 million.

LEAD: The Allis-Chalmers Corporation said it intended to propose a Chapter 11 reorganization in which its major businesses would be sold together or individually. The diversified industrial company, which filed for protection from creditors last June, said it had retained the investment banker Lazard Freres & Company to assist it in the effort to sell the company.

LEAD: Avery International Inc. said it planned a restructuring in 1988 that would affect about 1,000 workers, cut the revenue base by 9 percent and result in a $25 million write-off and an unspecified loss in the fourth quarter. Avery, a manufacturer of self-adhesive labels and office products based in Pasadena, Calif., said the overhaul would mean the first earnings decline in 12 years.
