NOW HE'S NO. 1: SIWAR EL-DAHAB

When Gen. Siwar el-Dahab was promoted to be the Sudan's Minister of Defense and Chief of Staff of the army three weeks ago, he was viewed by many Sudanese and foreign diplomats as a loyalist who would stand by the teetering presidency of Gaafar al-Nimeiry. Today, Mr. Nimeiry is a former President and it is General Dahab who has been proclaimed the Sudan's new leader. He took power in a coup two days ago. But speculation continues over whether the general is a surprising new strongman or just a bland front for other army officers. The enigma arises in part from the picture drawn by diplomats and friends of the 51-year-old general here of an uncorrupt, apolitical and mystically religious man who rose through the military not by dint of brilliance, but by plodding caution.

JURY SELECTION STARTS IN SECOND TRIAL OF VON BULOW

Jury selection began here today for the second trial of Claus von B"ulow on charges of trying to murder his wife, Martha, with insulin injections in 1979 and 1980. Judge Corrine P. Grande told prospective jurors in State Superior Court that the case might last 8 to 10 weeks, and 30 of the 116 who filled the courtroom were excused after they said such a long trial would severely disrupt their business or personal lives. The jury selection alone is expected to take two weeks. After hearing six weeks of testimony in 1982, a jury in Newport, R.I., decided that Mr. von B"ulow had tried to kill his wife to inherit her fortune and to free himself to marry another woman. However, the Rhode Island Supreme Court overturned the conviction on technical grounds, setting the stage for a retrial that promises to attract as much national attention as the trial three years ago. Today's session ended shortly after 4 P.M. with no jurors even tentatively selected for closer examination.

TUESDAY, APRIL 9, 1985 International No early Reagan-Gorbachev talks will be held, the State Department indicated. The Administration said that even though it was pleased that Mikhail S. Gorbachev, the Soviet leader, had agreed in principle to meet with President Reagan, ''much serious work'' had to be done before a summit conference could be arranged. (Page A1, Column 6.) Sudanese professional unions ended a five-day general strike that helped precipitate the overthrow of President Gaafar al-Nimeiry. Egypt's official Middle East News Agency reported that the new Government of Gen. Siwar el-Dahab had freed 1,000 political prisoners and had arrested 350 of Mr. Nimeiry's senior officials, including his brother. The agency also said 45,000 members of the Sudan's unpopular and newly disbanded internal security force had surrendered their weapons. (A1:4.)

The Vancouver Canucks, completing the worst season in their 15 years, have notified the coach- general manager, Harry Neale, that he will be dismissed, a newspaper reported today. According to The Province, Neale was told last Thursday by the owner, Frank Griffiths, that he had somebody else in mind for the job. Neale, who took over the general managing duties in 1982 from Jake Milford, has two years remaining on his contract.

All-Stars Win Shootout KNOXVILLE, Tenn., April 7 (AP) - Dan Meagher of Duke scored 18 points to pace the Atlantic Coast Conference all-stars to a 114-109 victory over the Southeastern Conference all- stars today in the college basketball Southern Shootout. Meagher was named the game's outstanding player. Buzz Peterson of North Carolina added 14 for the A.C.C. team and six other players finished in double figures.
