COMPASSIONATE PASTOR

The Rev. Emilio Castro, elected Thursday as general secretary of the World Council of Churches, was reared as one of nine children of working-class parents in Uruguay, where deep secular inroads made Christian faith very weak by Latin American standards. For a long time, the Government showed its disdain for Christian belief by spelling God with with a small ''g,'' Mr. Castro recalled in interview recently. Moreover, Mr. Castro later left the Roman Catholic Church of his upbringing to become a member of the Evangelical Methodist Church, a small group of Christians whose presence in Uruguay was scarcely known. Mr. Castro brings to his new post the lessons he has learned from many years of a vocation as pastor, teacher and missionary.

; Bad News for Pearson

''If my career ended tomorrow, I would be satisfied,'' said Drew Pearson , the Dallas Cowboys' 32-year-old star receiver for whom tomorrow has apparently arrived. After learning from doctors Tuesday that he had a 7-centimeter hole in his liver, the result of the March automobile accident in which his brother was killed, the leading receiver in Cowboy history (489 catches for 7,822 yards and 48 touchdowns) said he has ''psychologically prepared'' himself for retirement.

Five years ago Milton Levine, a Greenwich Village resident, had won a battle but was losing the war against noisy restaurant air-exhaust equipment on an adjacent roof. Inspectors of New York City's Environmental Protection Department shut down and sealed the equipment in April 1979 as a violation of the antinoise code.

The Methanol Car

Deliveries began a year ago on the biggest fleet of wood alcohol-powered cars yet developed in this country - 587 Ford Escorts. Though falling gasoline prices made wood alcohol, or methanol, no bargain, the Ford Motor Company said it wanted to encourage use of alternatives to petroleum.

Smashing Projects

After building a 2.4-mile circular tunnel on Long Island and starting work on an atom smasher that was to have used the tunnel, the Federal Department of Energy was told by a panel of physicists a year ago that the project really should be scrapped. Some $200 million had been spent on the work at the Brookhaven National Laboratory, but the physicists - a subcommittee of the department's High Energy Physics Advisory Panel - said the atom smasher would be obsolete by the time it was finished in 1987.

LOCAL TV WILL ELBOW THE NETWORKS AT THE CONVENTIONS

If there is any credo for those who consider the years between televised political conventions to be a Siberian winter bereft of spectacle, it's the one H. L. Mencken came up with 60 years ago yesterday: ''For there is something about a political convention,'' he wrote after the 103-ballot Democratic Convention in New York in 1924, ''that is as fascinating as a revival or a hanging. It is vulgar, it is ugly, it is stupid, it is tedious, it is hard upon both the higher cerebral centers and the gluteus maximus, and yet it is somehow charming. One sits through long sessions wishing heartily that all the delegates and alternates were dead and in hell - and then suddenly there comes a show so gaudy and hilarious, so melodramatic and obscene, so unimaginabaly exhilarating and preposterous that one lives a gorgeous year in an hour.''

RANGE OF PLUSES AND MINUSES FOUND IN POLL ON REP. FERRARO

The instant public reaction to Representative Geraldine A. Ferraro as a Vice-Presidential candidate is mixed, with a wide range of minuses to accompany the pluses, according to a New York Times/CBS News Poll. The poll of 747 registered voters taken Thursday night, as Americans were first hearing of her selection as a running mate on the Democratic ticket by Walter F. Mondale, showed clearly negative reactions among the elderly, older and married men and Southerners. On the other hand, younger Americans, especially women, and undecided potential voters were positively affected by the choice. The poll thus illustrated how a surprise political move, which drew very little criticism and a great deal of praise from politicians Thursday, was evoking a different set of responses from people who were not professionally involved in the political process.

BRITON BUYS THE MIRROR CHAIN

The publisher Robert Maxwell completed negotiations today to buy the Mirror Group of newspapers from Reed International Ltd. for $148 million. The Mirror Group comprises The Daily Mirror, one of Britain's largest circulation tabloids, as well as The Sunday Mirror, The Sunday People, The Sporting Life, The Scottish Daily Record and Sunday Mail, and a 5.8 percent share in Reuters. Mr. Maxwell has been trying for 15 years to buy a major national newspaper.

CHINESE REPORT THEY BEAT BACK VIETNAM ATTACK

China announced Friday that its frontier guards repulsed a large-scale attack by Vietnam Thursday across their tense border after 10 hours of heavy combat. A dispatch by the official New China News Agency from what it said was the front line in Yunnan Province, where another battle was reported a month ago, said that after the fighting, ''the invaders fled in utter confusion.'' It said Chinese troops, working in the rain, had fortified their positions in preparation for a new attack. First Reported by Vietnam The border hostilities were confirmed by the Vietnamese News Agency. It accused China of shelling Ha Tuyen Province, which abuts Yunnan, with artillery and rockets since early July, killing civilians and seriously damaging property.
