Sun Myung Moon was indicted for tax evasion in December 1981, he stood on the steps of the United States Court House at Foley Square and declared: ''I would not be standing here today if my skin were white and my religion were Presbyterian. I am here today only because my skin is yellow and my religion is Unification Church.'' Federal prosecutors denied they were conducting a vendetta against him. So that Mr. Moon could not ''blame any adverse result in this case on religious or racial bigotry,'' they insisted he be tried by a jury of 12 lay people and not, as he had requested, by Judge Gerard L. Goettel alone.

In many ways, the abruptness of Mayor Jane M. Byrne's decision Wednesday to end her write-in campaign for reelection illustrated the penchant for the unexpected and dramatic that characterized her four stormy years in office. She had begun the day vowing to go to court to fight a decision by the Chicago Board of Elections not to change its rules to simplify write-in voting. She had no intention, she said, of giving up her fight to stay in office and at the helm of the battle-weary Democratic political organization, despite her loss to Representative Harold Washington in the Democratic primary. But the election board's action proved to be only the first wave of a tide of adversity that by the end of the day forced Mayor Byrne to concede that her candidacy against Mr. Washington and the Republican candidate, Bernard Epton, was dead.

Dr. Barney B. Clark's 16 weeks of survival with a device of plastic and metal pumping his life's blood gave him little semblance of normal life, but it was a history-making advance in the long research effort to develop a practicable artificial heart. He never left the hospital in Salt Lake City after the artificial pump was installed in his chest on Dec. 2, 1982. He spent most of his remaining days and nights in an intensive care unit, attached to multiple tubes, wires and sensors. But his life was prolonged almost four months beyond the night on which his own disease-ruined heart failed for the last time and was removed. This survival has given the research team much information that may give the next patient a better chance.

International Less military aid for El Salvador than President Reagan seeks was recommended by the Senate Foreign Relations Committee, which said that the request for $60 million in additional assistance should be cut to $30 million. The panel also asked the Administration for new assurances to limit American involvement in El Salvador and called for ''unconditional dialogue'' between the Government and insurgents. (Page A1, Column 3.) A plan to develop new defenses against ballistic missiles was espoused by President Reagan even though several White House and Pentagon aides suggested it had not been carefully studied according to Administration officials. REIT Stock Is Purchased

San Francisco Realty Investors went ahead with its purchase of stock in Real Estate Investment Trust of America, but it was not immediately clear how much of the Boston real estate trust it was able to acquire. The move followed the disclosure by the Boesky Corporation, a leading Wall Street arbitrager, that it had a 6.1 percent holding in REIT of America and might try to gain control of the trust. REIT of America closed on the American Stock Exchange yesterday at $42 a share, down $2 1/2.

Following is a transcript of President Reagan's news conference in Washington yesterday morning, as recorded by The New York Times: OPENING STATEMENT Good morning. It's a short statement. I'd like to thank the members of Congress on both sides of the aisle for helping us address two issues of great significance to the American people. For all our senior citizens who worried about receiving their Social Security benefits, and for the present-day workers concerned about the solvency of that system, I think a dark cloud has been lifted. Shortly after 2 o'clock this morning, the Congress completed action on the bipartisan Social Security solvency program. And by working together in our best bipartisan tradition, we have passed reform legislation that brings us much closer to insuring the integrity of the Social Security System.

International An advanced missile-defense system was decided on, President Reagan said, because it was ''inconceivable'' for the United States and the Soviet Union to continue indefinitely to threaten each other with nuclear destruction. Mr. Reagan, at a news conference, said that the Soviet Union and the United States had become across a table, each with a cocked gun, and no one knowing whether someone might tighten their finger on the trigger.'' He acknowledged that the situation had prevented one side from attacking the other for decades. (Page 1, Column 6.) The Soviet Union does not control the American nuclear freeze movement, according to a declassified report by the Federal Bureau of Investigation. The report, while saying that the Soviets do have some influence in the movement, said foreign involvement is not as extensive as President Reagan has suggested. (1:5.)
