2 Missing in F-14 Crash

An F-14A jet fighter carrying two Navy fliers attached to the aircraft carrier John F. Kennedy crashed into the Mediterranean Sea on Tuesday, Navy officials said. A spokesman said the pilot, Lieut. (j.g.) Cole P. O'Neil, 26 years old, of Lake Villa, Ill., and the radar intercept officer, Comdr. John C. Scull, 37, of Newport News, were missing and presumed dead.

Arms Negotiators Meet

THE KOCH-WEINBERGER LETTERS: AN EXCHANGE OF REJOINDERS ON THE MIDEAST

The correspondence began last August with an ''I was appalled. . .'' letter from Mayor Koch to Defense Secretary Caspar W. Weinberger. What appalled the Mayor was a purported transcript supposedly from a Lebanese news magazine of a meeting between Mr. Weinberger and Saudi Arabia's defense minister in Paris last spring. In it, Mr. Weinberger was quoted as saying that President Reagan was being denied defense secrets because he could not be trusted to keep them quiet. Mr. Weinberger replied to the Mayor promptly, saying the transcript was ''a complete fabrication and a crude attempt at disinformation.'' It seemed to be a simple matter: case closed.

NICARAGUA REBEL, IN U.S., WARNS AGAINST INVASION

A top Nicaraguan rebel leader appealed to Americans yesterday to aid his forces while warning the Reagan Administration against direct military intervention in Nicaragua. In an interview in Manhattan at the start of a two-week fund-raising tour of the United States, Eden Pastora Gomez, head of the Nicaraguan Democratic Revolutionary Alliance, said: ''Military intervention in Nicaragua would be the biggest mistake that Reagan could make. In Grenada you got in and out quickly. In Nicaragua you could get in, but getting out would be another matter.''

O'NEILL NOW CALLS GRENADA INVASION 'JUSTIFIED' ACTION

Speaker Thomas P. O'Neill Jr., who criticized President Reagan for ''gunboat diplomacy'' in the invasion of Grenada, said today that a House fact-finding mission had convinced him the action was ''justified'' to rescue endangered Americans. His switch marked what some Democrats acknowledged was '' a strategic retreat'' politically. It came amid strong public support for the United States-led invasion as well as reports by some of Mr. O'Neill's top lieutenants in the House of Representatives that Americans on the island had been in jeopardy and that Grenadians had overwhelmingly welcomed the American action. Urge Troops Home by Christmas In another indication of the support and flexibility gained by the President in recent days, other senior Democratic leaders urged that the remaining United States troops be withdrawn from the island by Christmas, but indicated they might be willing to support a slightly longer stay.

IBH Unit May Halt Production Friday HAMBURG, West Germany, Nov. 8 (Reuters) - Hanomag, a subsidiary of the troubled construction machinery maker IBH Holding A.G., will have to stop production after Friday unless an agreement is reached with suppliers on continuing deliveries of vital raw materials such as steel, a Hanomag spokesman said today. Hanomag, with its parent IBH Holdings, was forced to seek court protection from its creditors last Friday when a string of banks withdrew credit lines following the near-collapse of its main bank.

NBC TO END LATE-NIGHT NEWS SHOW

''NBC News Overnight,'' one of the late-night news programs that were introduced last year in hopes of creating a new news audience in the early morning hours, will be taken off the air next month, Reuven Frank, the president of NBC News, announced yesterday. The program had failed to add signifigantly to the its viewership since its premiere in July 1982. The decision by NBC gave further evidence to suggest that the sudden expansion of network news shows last year may have exceeded viewer demand.

Democrat Chief Hails Gains As Good News for 1984 Vote

Charles Manatt, the Democratic National chairman, today hailed gains in off-year elections as ''good news'' for the party's hopes in 1984. Mr. Manatt said he was particularly pleased with results from the South, where Bill Allain won the Mississippi Governor's race and Martha Layne Collins was elected Governor of Kentucky to go with an earlier gubernatorial victory by Edwin Edwards in Louisiana. ''Tuesday's election brought good news for the National Democratic Party, particularly in the South, which will be crucial to our Presidential and senatorial hopes in 1984,'' Mr. Manatt said.

TURKISH ALLY OF CAPITALISM

Turkey's champion of free enterprise, whose party won the parliamentary elections on Sunday, irritated the ruling generals during the campaign with what they viewed as his brash promises. He said that as Prime Minister he could even sell shares in the bridge over the Bosporus to citizens to raise money for development projects. To the military, such campaigning by Turgut Ozal, the 56-year-old economist who leads the conservative Motherland Party, was the hallmark of a man given to what President Kenan Evren derided as untruths and sweet promises. But the voters, apparently impressed by his aggressively positive approach, gave the Motherland Party 212 of the 400 seats in Parliament. The President congratulated him today and is expected to name him Prime Minister later in the month.

A MANAGER FOR MAYOR: W. WILSON GOODE

After W. Wilson Goode had become the first black to serve as Philadelphia's Managing Director, he told a magazine writer that one of his chief concerns was the impression he might make on young people. ''It's important for all of them,'' he said, ''young white people as well as young black people, to see black men and women in influential positions.'' Today young Philadelphians awakened to find that the same official had won the most influential public post in eastern Pennsylvania, becoming the first black Mayor of Philadelphia. The figure they will soon see functioning in that position is a brisk, taciturn, 45-year-old who is 5 feet 8 inches tall with a somber manner matched by the dark suits he prefers. He is a deeply religious man, and he has often acknowledged, ''I don't smile a lot.''
