TELEVISION; THE CRUCIBLE OF BREAKING NEWS

Within the span of only a few weeks, television news was severely tested on two breaking stories of international significance: the attempted assassinations of President Ronald Reagan and Pope John Paul II. These were not news events in the manner of space shots or historic journeys or a royal marriage. Such events generally follow tight and tidy schedules. They can be followed and reported, for the most part, with the precision found in a scripted movie. The breaking news story is a decidedly messy affair, especially in the first hours. It takes time for the giant networks of electronic apparatus to gear up to full working strength. Then, the on-air correspondents are forced to juggle conflicting reports, rumors and speculations. The worst that can happen did when, during the Reagan story, all three networks were verifying an erroneous report that James S. Brady, the President's press secretary, had died. Stung by subsequent criticism, television news was noticeably more cautious in covering the shooting of the Pope.

BROKAW SAYS HE'S 'TALKING TO ALL THREE NETWORKS'

Tom Brokaw describes his contract negotiations with wry understatement. ''I'm talking to all three networks,'' he says, ''and what's gratifying is that they're all talking back.'' Actually Mr. Brokaw, whose contract as anchor of NBC-TV's ''Today'' will end in July, is the most sought-after television newsman since Dan Rather, who was enticed to remain at CBS-TV last year after the network agreed to make him anchor of ''The CBS Evening News'' at a salary that has been reported as high as $20 million for 10 years. ''Tom Brokaw,'' Steve Friedman, executive producer of ''Today,'' said, ''is the Dave Winfield of television news. He's the biggest free agent around.''

After a period of relatively polite diplomacy, the battle for control of the worldwide flow of information heated up last week. Private news organizations and Western governments, which equivocated for a decade, went on the attack against Soviet bloc and third world demands for a ''new world information order.'' They said it would legitimize state control of the news and empower the United Nations Educational, Scientific and Cultural Organization to regulate the flow of information. As Rosemary Righter, a British expert, said last week, ''The false truce in the long campaign for international regulation of the press is over.'' Fearing that they may lose their ability to gather and distribute news freely, Westerners found their concern compounded as third world information militants came up with new demands for tighter international controls on business, scientific and even military communications.

International An Israeli pilotless plane was shot down during a reconnaissance mission over eastern Lebanon by one of the missile batteries whose removal has been demanded by Israel. Syria said its forces brought down two Israeli drones, but Israel confirmed the loss of only one. The action occured as Philip C. Habib, the special American envoy, arrived in Beirut to press his efforts to keep the situation from exploding into war. (Page 1, Column 1.) Confidence in the French franc dropped again on President Mitterrand's first full day in office. Money continued to pour out of the country despite the tough new defenses set up by the new Government. In a further bid to halt the flight of capital abroad, the French central bank said it would raise its key interst rate to a record 22 percent on Monday. (1:5.)

Dining Out; SEVEN WEEKS OLD, BUT MAKING NEWS

GOOD news travels fast. Jillyflower's in Harrison, open for only seven weeks, clearly is enjoying a fast-spreading reputation for good food, some of it excellent. Under the aegis of two men - thorough restaurant professionals both -Michael Denslow directing the dining room and Mark Filippo attending the stove, this attractive restaurant is already solidly booked on weekends. Ironically, dining here was better midweek, the pace less hectic, the food more securely prepared. The expertise and judgment of this team revealed themselves in the first glance at the carefully controlled and orchestrated menu. Printed in the white silhouette of an apple, a jillyflower, no doubt, the bill of fare presents no more than a half-dozen each of appetizers, entrees and desserts. A blackboard menu announces about three or four seasonal specials and offers thoughtful recommendations for a red and a white wine that may be had by the glass.

Upper East Side

The Department of Housing, Preservation and Development has selected a plan submitted by the New York City Foundation for Senior Citizens for the elderly housing section of the second phase of the Ruppert Urban Renewal Area between Third and Second Avenues and 90th and 94th Streets. The winning design was by Davis, Brody Associates, which also designed most of the first phase. At the same time, Community Board 8, which has jurisdiction for the Upper East Side, has recommended, with no negative votes, that the conventional housing section of the second phase be awarded to Carnegie Green, a plan submitted by Stanley A. Lewis, a former chairman of the community board, the Lincoln Savings Bank and the Continental Wingate Company.

Moving War Graves

With grave sites in short supply at national cemeteries, the Veterans Administration began in June 1980 to dig up the bodies of unknown Civil War soldiers at a cemetery in Grafton, W. Va., to make room for veterans of modern wars. The plan was to put the Civil War bodies in a common crypt.
