Iraqis are tuning into television for first time in several weeks as power comes back on in Baghdad; news they are watching is coming from Iran, via Al Alam television, station most Iraqis assume is owned by Iranian government; station, which broadcasts in Arabic, provided only real source of news during war; alternative was ponderous party-line reporting of Iraqi state television, which few Iraqis trusted; Al Alarm, started in Feb, was immediate hit; its dominance on airwaves is frustration with American reconstruction effort; Iraq correspondent for Al Alam claims station is free, 'just like Al Jazeera'; photo (M)
