former White House associate of State Sec Kissinger says Kissinger has said privately that he is 'virtually certain' his telephone was tapped at some point since he joined Nixon Adm in early '69; Kissinger reptdly made remarkd shortly before he was confirmed as State Sec in Sept; when pressed by former associate as to who he believed might have ordered such surveillance, Kissinger replied, 'At least now you know the plumbers don't work for me'; Kissinger denied through State Dept spokesman earlier this wk that he had ever expressed such belief to anyone; White House deputy press sec Warren says White House has no evidence whatsoever that Kissinger's phone was ever tapped; previous statements by Pres Nixon on wiretaps, which were placed on 13 Govt officials and 4 newsmen in course of 'natl security' investigation coordinated by Kissinger, ex-Atty Gen Mitchell and late FBI Dir J E Hoover, noted; former high FBI official says he is certain that no wiretap on Kissinger was operated by FBI and that he has no knowledge of such tap by any other Govt agency; says there was internal speculation at FBI about possibility of Kissinger wiretap but that he had dismissed it as unfounded rumor
